The European Union plans to press for stronger implementation of existing climate commitments at the COP31 summit in Antalya, Türkiye, scheduled for 9–20 November. EU environment ministers are discussing the bloc’s priorities on Monday, including the review of the emissions trading system and preparations for the United Nations climate conference.

According to a draft document seen by Reuters, the EU wants a comprehensive mitigation package that would help turn national climate pledges into practical measures. The bloc is also seeking an extension until 2040 of the UN mitigation work programme, which is due to expire this year.

The discussions come as the UN warns that current global efforts are not on track to keep the 1.5-degree Celsius temperature limit within reach. The EU aims to encourage cooperation and implementation rather than new public disputes, while promoting electrification and a shift away from fossil fuels.

However, the draft does not envisage new financial commitments from the EU, a position that could create tension with developing countries seeking additional climate finance. The summit will be held under the joint leadership of Türkiye and Australia.
